Military Spouse Career Support Program (MSCS)
Overview
The Military Spouse Career Support Program (MSCS) removes financial and operational barriers for military spouses relocating to the regional command footprint. Through an institutional strategic partnership between Columbus State University (CSU) and the Job Training Division (JTD) of the Columbus Consolidated Government, this program streamlines access to workforce-aligned credentials by providing structured tuition funding alongside targeted allowances for childcare and transportation costs.
Program Benefits & Stacking Mechanics
Operating under the statutory frameworks of WIOA Title I, the MSCS program ensures you can pursue high-demand academic pathways without incurring student loan debt:
- Payer of Last Resort: WIOA resources act as a funding source of last resort. CSU optimizes your financial aid ledger by stacking federal Pell Grants, the Georgia HOPE Scholarship, or MyCAA accounts first.
- 100% Tuition Gap Bridging: Once primary aid is applied, the program deploys an Individual Training Account (ITA) voucher to bridge 100% of the remaining outstanding balance on tuition, education fees, books, course materials, supplies, and required equipment.
- Debt Prevention Standard: Participants are not required—and will never be compelled—to apply for or accept federal student loans under Title IV as a condition of receiving WIOA funding.
- Targeted Supportive Stipends:
- Childcare Support: Biweekly classroom attendance logs automatically trigger direct municipal payments to your selected state-licensed, Quality Rated provider up to regional market caps.
- Transportation Support: Participants receive a direct mileage reimbursement tied to verified, physical days on campus.
Eligibility Baselines
To participate in the Fall 2026 pilot, applicants must fulfill the following statutory parameters:
- Maintain active marriage status with an active-duty service member.
- Possess formal Permanent Change of Station (PCS) orders transferring your sponsor to the regional command footprint.
- Demonstrate displacement from prior employment or structural underemployment resulting from the relocation. Under federal framework parameters, this automatically grants you "Dislocated Worker" status under WIOA Title I, allowing you to bypass typical localized low-income caps.
Approved Pathways
Funding is restricted to six pre-validated, high-demand regional pathways. All approved pathways retain their standard credit hour configurations and traditional academic timelines. Depending on your career goals, select from the following undergraduate and graduate tracks:
Undergraduate Tracks
Apply through the CSU Undergraduate Admissions Portal
- Bachelor of Science in Nursing (BSN) – Traditional undergraduate degree.
- Bachelor of Science in Health Science – Traditional undergraduate track focused on health promotion and health systems.
- Cyber Network Practitioner Certificate – One semester (16 weeks); stacks directly into the Cybersecurity Practitioner Certificate track.
- Cybersecurity Practitioner Certificate – Three semesters (Fall, Spring & Summer) for a total of 40 weeks; stacks directly into the Nexus Degree.
- Cybersecurity in Financial Technology (Nexus Degree) – 52 weeks; stacks previous certificates with 12 hours of corporate internship and the required CORE IMPACT credits (42 credit hours) for the degree.
Graduate Tracks
Apply through the CSU Graduate Admissions Portal
- Master of Arts in Teaching (M.A.T.) – Traditional graduate-tier pathway for non-education baccalaureate holders, aligning with local K-12 placement codes.
Enrollment Steps
Follow these step-by-step instructions to initialize your enrollment and clear your WIOA funding voucher:
- Contact MCSS for Pre-Screening: Drop into the Military-Connected Student Services (MCSS) Center at the Main Campus Schuster Center or our regional military education footprint centers. Our team will verify your PCS orders, outline program requirements, and provide the official checklist and forms for you to self-assemble your external JTD approval packet.
- Apply for CSU Admission: Submit your application online for one of the six approved pathways via the Undergraduate or Graduate admissions portal. (Note: Due to CSU‘s public status within the University System of Georgia, applicants are exempt from basic Test of Adult Basic Education (TABE) testing constraints).
- Complete Primary Aid Stacking: Work with the CSU Office of Financial Aid to apply federal Pell Grants, Georgia HOPE Scholarships, or MyCAA benefits to your student ledger first.
- Attend "WorkSource Wednesday" Clinic: Bring physical hardcopies of your self-assembled eligibility packet (PCS orders, marriage certificate, military ID, and childcare rate estimates) directly to the monthly on-campus JTD clinic hosted at MCSS. Visiting JTD Case Advisors will evaluate your documentation, authorize supportive service stipends, and issue your official WIOA Individual Training Account (ITA) voucher. This clinic ensures you are fully processed and understand your programmatic responsibilities and points of contact.
- Ledger Activation: Once approved, your JTD Case Manager provides a copy of your WIOA Acceptance Letter to MCSS. MCSS immediately inputs a dedicated student attribute code into Banner, flagging your account for third-party vendor billing with the Bursar and freezing standard auto-drop protocols.
Ongoing Student Responsibilities
To maintain active program standing and ensure uninterrupted supportive stipend distributions, participants must adhere to the following guardrails:
- Course Schedule & Syllabi Submission: You must provide a copy of your official class schedule and course syllabi directly to your JTD Case Manager at the start of each term. This establishes your baseline attendance hours for automated biweekly exception-based faculty reporting.
- Academic Transcript Deliverables: At the conclusion of each term or evaluation cycle, download your updated academic transcript from CSU student applications and deliver it directly to your JTD Case Manager to verify Satisfactory Academic Progress (SAP).
- Academic Maintenance Constraints: You may not alter your major or drop courses mid-semester. Unauthorized schedule adjustments or program drops will immediately void your ITA voucher, halt all childcare and mileage distributions, and may leave you personally liable for outstanding tuition repayment. Always consult the CSU Senior Military Liaison before proposing any adjustments to your schedule.
